The escalation of conflict in Ukraine has forced more than 5 million people – mostly women and children – to flee to neighbouring countries. With the escalating crisis, the needs are growing by the hour. More than half of Ukraine’s children have either fled for safety within the country or are living as refugees.
Since the conflict started, our teams have been on the ground assessing and responding to the urgent needs of those searching for safety. We are currently scaling up our multi-country response across three countries (Moldova, Romania, and Ukraine) and are recruiting for many key positions that will make a direct impact on the lives of people who have been caught up in conflict.
Here’s Where You Come In Ukraine Crisis Response (UCR) – Security Director
As the Security Director for the Ukraine Crisis Response (UCR), you will provide overall leadership, management, and oversight of World Vision (WV) security staff, systems and resources in regard to the Response Office operational objectives. You will ensure the proactive assessments of security risks and the implementation of mitigation measures that allow World Vision to deliver aid in ‘medium – high risk’ Fragile, Complex areas while maximising staff safety.
You will ensure that World Vision’s Ukraine Multi-Country Response (UMCR) Operational locations; Poland, Romania, and Moldova manage security risks in alignment with World Vision security Policy and Standards and that critical security incidents are responded to appropriately.
Major Responsibilities Ukraine Crisis Response (UCR) – Security Director
Strategy Development
- Contribute to the development and implementation of the Response security management strategies. Ensure security management procedures are in alignment with WV Security policy and international best practice.
- Collaborate with UMCR Response Leadership to ensure that the WV security management strategy is appropriately aligned with response priorities across all operational locations.
Operational Security Management
- Provide technical support to the UMCR Response Director / Deputy Director, Response Managers and Response Security & Access Managers in the on-going assessment of security risks and the development of security planning to mitigate assessed threats to WV Operations.
- Develop ‘quality assurance and continuous improvement’ systems for security systems and procedures.
- Work closely with Response Managers and the SSR- Response Security Group (SSR-RSG) & Analysis Unit (SSR-AU) to provide independent assessment of ‘Medium – High Risk’ contexts’ and the application of WV’s security risk rating system to Response Operations.
- Provide technical support to Regional Office, Response Office line management and Support Office entities as requested.
- Provide crises management support when required in the context of Operations to Response Security Managers and Regional line management.
- Seek to develop agile and flexible security operations that focus on delivery at the ‘grass roots level’, employing appropriate change management techniques when required.
Internal Liaison & Coordination
- Regular liaison with the UMCR Response Director / Deputy Director, Response Managers, Operation Managers, Response Security Managers and SSR-RSG and other key stakeholders.
- Act as a strategic link for the promotion of security assessment & planning standards connecting Response Offices, Regional Offices, Support Offices and Global Centre.
- Regularly liaise with WV security network on emerging security issues and provide analysis on potential impact on WV operations.
- Actively contribute to partnership forums, working Groups and networks related to security management.
- Work closely with members of the Corporate Security team promoting mutual learning, support and accountability.
- Provide guidance and management oversight to UMCR Response Security staff within the UMCR Response Operational Organization. (Direct & Matrix).
Capacity Building
- Assist in the assessment, development and implementation of global capacity building plan for security management based on collaboration with Response leadership.
- Engage with Regional and UMCR Response Director(s) to raise the awareness of security management as per WV Corporate Security policies.
- Identify, share/facilitate access to security tools, resources and materials as well as learning and support opportunities for Regional & Response Offices. These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
Knowledge Management
- Participate in the process of continuous learning on international best practice in security management & analysis and identify tools and processes that can be implemented into WV operations.
- Encourage mutual learning on security management issues within the region and response.
- Assist in the facilitation of and coordination of regional security information sharing forum/network that promotes the embedding of security information management into all layers of WV’s programmes.
- Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence
Quality Assurance
- Review minimum security assessment & planning standards in WV operations that promote alignment with WV’s Core Security Requirements.
- Support and advise Response Security Managers in observing the appropriate security reporting and standards in accordance with the Context Risk Rating (CRR) processes.
- Support the Response Managers, Response Security Managers and other key stakeholders in addressing ministry quality issues and needs related to security.
Staff Management
- Provide Matrix leadership and supervision to Country Security Leads of UMCR Response Offices.
- Support and facilitate when needed the recruitment, performance management, appraisal, and day to day management of Security Managers and other security personnel.
- Support and facilitate the learning and development of Security staff through regular meetings, coaching and mentoring in close collaboration with the Response Managers.
Requirements Ukraine Crisis Response (UCR) – Security Director
- Relevant Bachelor’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. (General Management studies also considered);
- 5+ yrs in a relevant security management role in NGO, Private or Govt Sectors.
- Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).
- Sound knowledge of INGO security practices with proven experience in Security Risk Assessments (SRA), security planning and crises management in the humanitarian context.
- Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation as applied to humanitarian operations.
- Understanding of programme delivery in humanitarian relief operations.
- Internationally recognized qualifications in Risk Management or Business Continuity would be an advantage.
- International security management experience in a Regional and/or Global role in large multinational organization.
Work Environment
- The position requires ability and willingness to travel internationally up to 33% of the time.
- Must be prepared to travel to ‘high risk’ security environments at short notice.
- Will be expected to manage high stress security events.
- Flexibility in work hours is expected.
